I read with surprise the 7th. paragraph of

Your Honour's letter relative to the complaints made by Mr. Seth of the treatment he had received from the Colonial Searotam -ry, and I referred it to him for explanation, since it appnared to be contradictory to later statements by hâm. I attach his

reply.

I am sincerely glad to learn from the latter part of paragraph 8 that the question referred to has been settled by me in a manner "entirely satisfactory" to Your Monour. I may add that I wish it had been possible to arrive at a similar satisfactory conclusion upon all other questions which have been discussed withtout reference to the Secretary

of State and I have done my boat to that end.

The questions raised in paragraph 11 ware dealt with to the best of my ability in paragraph 8 of my Des- -patch to the Secretary of State, An.a result of the view I there expresand the order to the ́egistrar to keep a diary of hé his work should in my opinion amanate from the Governor if it appears to him necessary in consequence of general representa- -tions made to him by the Chief Justice.

Paragraphs 13 - 15 of Your Honour's letter are I understand data for the 'ra-consideration' by the Secretary of State. The question dealt with in my Despatch was whether apart from any question of inefficiency on the part of membern of the Registry Staff to perform particular duties, the distribution of work in the Registry can at any time he altared

moter proprio/by the Chief Justice . I held that it could not be, and I understand the Secretary of State to uphold that view.

Paragraph 16. The letter Your Honour refers to written by my predecessor on 27th. June, 1905, had referance to the lack of a Private Secretary, a Shorthand Writer, and Typewriting Machines of which Your Honour had complained, and
